COMMISSIONER OF FOOD AND DRUGS
ON PEPSI TAMPERING
Special agents of the Food and Drug Administration's Office of
Criminal Investigations (OCI) arrested a Central Pennsylvania man
yesterday on federal charges of making a false statement about an
alleged tampering with a can of Diet Pepsi.
Making false complaints about tamperings with consumer products is
a serious federal crime with severe penalties -- a maximum of five
years in prison and a $250,000 fine. Federal sentencing guidelines
require a prison sentence if a person is convicted under the
Federal Anti-Tampering Act.
The man, Christopher J. Burnette, 25, of Williamsport, Pa., will be
arraigned today in federal court in the Middle District of
Pennsylvania.
Burnette provided OCI special agents with a sworn statement
concerning his involvement.
History has shown us that news of potential tamperings often breeds
complaints of similar incidents, many of which turn out to be
false.
FDA will investigate thoroughly each complaint of tampering to
determine the facts. The public safety requires that thoroughness,
and we will take each complaint seriously. Both the actual
tampering with products and making false complaints are serious
federal crimes.
We repeat that consumers can and should take the precaution of
emptying their Diet Pepsi into a glass or a cup before drinking it.
That is the best way to avoid the potential risk of any foreign
objects that might be in the can or bottle.

WEEKEND GARDENERS BEWARE...The call of the outdoors often is
too irresistible for many weekend gardeners and do-it-yourselfers
to ignore. But overindulging in yardwork on the weekends can lead
to the blues Monday mornings, according to physicians at the
University of Alabama at Birmingham (UAB) Medical Center.
Most athletes, even the weekend variety, know the value of
conditioning to enhance their performance and prevent sore,
strained muscles. But weekend gardeners and do-it-yourselfers
often learn that lesson the hard way. The first sign of spring
often sends them jumping headlong into big jobs like weeding,
planting and housepainting, only to find themselves plagued with
stiff, sore muscles the next day.
Gardening, cleaning out roof gutters and washing windows can
be as demanding as many sports, requiring flexibility as you
reach, bend and push, and endurance as you keep it up during the
day. They also stress your joints as you stay in one position for
prolonged periods of time.
The best protection against muscle strain is regular
exercise, but if you've been sedentary through the winter, you
can still protect yourself with some common-sense measures:
--Spread out big jobs over two or three days instead of one.
For example, get the lawnmower in shape ahead of time to avoid
spending half yourday crouched over it trying to get it started,
then the other half pushing it around the yard.
--As you work, change positions frequently to avoid
prolonged stress on joints.
--If you're lifting a heavy object, keep it close to your
body and use the power of your leg muscles to prevent back
strain. Also avoid twisting and jerking motions as you lift.
-- When your task is complete, don't flop on the sofa in a
slump, or you may overstretch ligaments that were softened during
your active day. Make sure your resting position supports your
back and neck.
SWEET RELIEF...If you do pull a muscle, treat it like a
sprain, applying ice (not heat) for the first 24 hours and
resting the sore spot. Ice will inhibit swelling and also may
reduce painful spasms. If your back was strained by bending
forward, try reversing the position by lying on your stomach and
propping up on your elbows.
The pain of a muscle strain should ease within a few days.
If it persists, see your doctor.

VARICOSE VEINS CAN BE PREVENTED . . .Varicose veins are
enlarged, swollen veins that occur in many parts of the body.
Most often, the term refers to swollen, dark-colored veins on the
back and inner areas of the legs, according to physicians at the
University of Alabama at Birmingham (UAB) Medical Center.
After the heart pumps blood through arteries to the legs,
blood returns to the heart through either deep or superficial leg
veins. Because deep veins lie beneath leg muscles, they are not
visible. However, many superficial veins can be seen just beneath
the skin. When they swell, they are called varicose.
Leg veins contain one-way valves to prevent back flow of
blood. If valves are damaged by blood clots or you inherited weak
valves, blood pools in the vessels and pressure inside increases.
Increased pressure stretches and dilates the vessels. About 15
percent of people with varicose veins inherit a decreased amount
of connective tissue in vein walls. This makes veins more likely
to dilate.
When deep veins are blocked due to phlebitis--an
inflammation of the vein walls--or blood clots, blood is diverted
to superficial veins. The superficial vessels dilate to
accommodate the extra blood. The valves fail to close properly,
and the problem becomes worse.
During pregnancy, hormonal influences and pressure of the
enlarged uterus on the vena cava--the vein in the abdomen through
which blood must flow from legs to the heart--can cause or
aggravate varicose veins. This may account, in part, for the fact
that women are five times more likely than men to have varicose
veins.
Tight, constricting clothes, especially hose with tight
elastic tops, garter belts and girdles, act as tourniquets
obstructing the return of blood to the heart and cause veins to
dilate. Overweight people are more likely to have varicose veins.
Standing in one position without contracting leg muscles for long
periods allows blood to pool in leg vessels. Sometimes distended
veins occur for no obvious reasons.
The appearance of bulging veins under the skin distresses
some people. Others develop aching, swelling, cramping and
heaviness in the legs. Sometimes increased pressure in veins
causes discolorations, inflammation and ulceration of skin near
the ankles. If veins are injured, bleeding into the skin can
occur.
By examining the arteries and veins in your legs and
performing a few simple tests, a physician can determine whether
such symptoms are due to varicose veins, diabetes mellitus,
infection, hardening of the arteries or blockage of vessels due to
clots.
Such problems should not be confused with varicose veins,
because different treatments are required, such as surgically
bypassing a blockage in the venous system. If other problems are
not present, the following treatments can be used for unsightly
dilated veins.
Most varicose veins do not require treatment. When they cause
problems, initial treatment includes elevating the legs
periodically throughout the day and using support stockings.
Medical-grade support hose are specially fitted to prevent a
localized constriction. Poorly fitted stockings that have a
constricting band in one location act like a tourniquet and block
the return of blood. Properly fitted support hose compress
varicose veins uniformly throughout the entire leg to prevent
further enlargement and leg swelling.
Some people consider these stockings inconvenient because the
stockings must be worn all the time, except during sleep. They
also should be put on in the morning before getting out of bed.
Support hose do not eliminate the problem, but they do help
relieve discomfort and prevent complications.
Two methods of treatment eliminate varicose veins. Swollen
veins can be surgically removed or stripped, by making a few small
incisions in the leg and pulling diseased vessels out. This
procedure has been used for years and usually corrects the
problem. Sometimes superficial veins must be disconnected from
deep veins to prevent recurrences.
Dilated veins also can be treated by injecting a medication
directly into the vessels. Several sessions are required. The
medication scars and obliterates the vein's opening, but sometimes
does not produce a permanent result. On rare occasions, the
patient develops an allergic reaction to the scarring medication.
Varicose veins can be prevented by controlling weight,
avoiding clothes that constrict the return of blood from the legs
and not standing in one position for a long time. Wearing properly
fitted support stocking can help prevent complications if a person
has a tendency toward venous problems.
